GIP: mod hat

I got inspired to make this icon ages ago but had no excuse to use it. So when it was suggested I be a mod at webcomics how could I say no? :)

I need to find a way to make it flash, what's a good animated gif maker? (My old one is gone) New flashing version made by the super awesome sonictail!

This (http://gimp-savvy.com/BOOK/index.html?node80.html) appears to be a good reference (Debian/Ubuntu users can just apt-get install grokking-the-gimp).
