I like a lot of games which aren't super popular, but when they come up in conversation people tend to either go "Sounds good (but maybe not my thing)" or "Oh yeah I love that game!". I've seen people put down dating sims I like but mostly because the romances didn't work for them which is a matter of taste.
So I'm going to have to say Dragon Age 2, even though it's hardly obscure or unloved, because it's the only game I can think of that I really like which I've seen people outright say is a bad game.
And I mean...it is definitely flawed. The devs were rushed to a ridiculous degree so, like...all the caves are literally identical. There are huge, poorly integrated timeskips. Plot threads are ruthlessly cut and railroaded.
But also it's great! I haven't played it as much as the other two Dragon Age games because I'm too much of a sook about That Sad Thing That Happens, You Know The One. But it has amazing characters, design, and relationships and does some really interesting things with the world and gameplay. And it's just a great story about a bunch of traumatised weirdos fucking up but doing their best. Also it has Fenris and Cassandra in it.

electric_challenge posted about Dr. Langeskov, The Tiger, and The Terribly Cursed Emerald: A Whirlwind Heist and yeah I think that gets my vote for "underrated" as in "very good and hardly anyone seems to have heard of it, even fans of the genre". If you like surrealy funny Experiences with very little actual gameplay, I recommend it heartily.
