I only have a problem with "queerbaiting" when the show is all "oh but
OBVIOUSLY THEY'RE ACTUALLY STRAIGHT LOL LOL GAY PEOPLE ARE GROSS AND
FUNNY". Which, yeah, is what Sherlock BBC did and YOI hasn't done at all so
far. I have enjoyed a number of purely-subtextual-but-significent f/f
relationships in anime (generally aimed at dudes) and this feels a lot like
that, deliberately ramping up the fanservice but not spitting on queer
people in the process. I'd prefer a canon relationships but until they
become more commonplace in mainstream tv this isn't too bad.
